Irreconcilable Differences: Prisoner Exchange During the Civil War.

Early in the Civil War, the two belligerents had a processwith which to exchange prisoners of war. Unfortunately, this process brokedown well before the war ended, which had huge ramifications for prisonslike Fort Delaware. The differences between the two sides weresignificant, irreconcilable, and get to the heart of what the Civil Warwas about. This lecture-style program will explain those differences andproblems.
