Get an inside look at ISO New England's proposed capacity market reforms set to take effect June 2028 and what they could mean for public power. Public Power's NEPOOL representatives will break down the shift from auctions held 39 months before the delivery period to seasonal prompt auctions held just one month in advance. They will highlight how the new Prompt and Seasonal design compares with today's Forward Capacity Market and Auction structure, and what the changes could mean for capacity resource participation levels, capacity requirements, and consumer impacts. Cavanaugh, Senior Vice President of Regulatory & Market Affairs Energy New England (ENE) Dave is responsible for establishment and implementation of regulatory strategies that support and forward the interests of ENE and its customers in the New England Power Pool (NEPOOL) stakeholder processes, with ISO New England LLC (ISO-NE), New England States Committee On Electric (NESCOE), and at the Federal Energy Regulatory Commission (FERC). Dave has over 41 years of experience in the electric energy industry, having held positions in merchant power, Public Power, Investor-Owned Utility, and ISO/RTO organizations. Dave rejoined ENE in 2017 after spending 3 years with NRG Energy LLC as Director, Regulatory & Market Affairs for the New England Markets. Prior to his first engagement with ENE, Dave spent 13 years with ISO New England in various leadership roles in the Market Operations division, including Director of Market Services. In the early part of his career Dave spent 15 years at Northeast Utilities (now Eversource) where he held numerous positions ranging in scope from generating plant operations, corporate support staff, and conservation and load management. In 2024 Dave added the role of Executive Director, ENE Transmission LLC (ENE-T) to his leadership positions. ENE-T is a wholly owned subsidiary of ENE focused on participation in New England regional transmission projects. Dave served, in his elected roles, as Chair of the NEPOOL Participants Committee from 2021- 2023 and since 2019 as Vice-Chair of the NEPOOL Publicly Owned Entity (POE) sector. Brian Forshaw, Principal Energy Market Advisors LLC. Brian Forshaw has been responsible for power supply planning, resource procurement, portfolio management, strategic planning, and enterprise risk management on behalf of municipal electric utilities for over 35 years. After spending his first summer after graduating from college scalping Red Sox tickets, Brian worked for two years for Thomte & Co., a commodity futures trading advisor. He began working for the Connecticut Municipal Electric Energy Cooperative (CMEEC) in 1980 as it began operations. Brian has been involved in virtually every wholesale electric market design initiative put forward by ISO-NE and its stakeholder advisory group, the New England Power Pool (NEPOOL). He has been elected as the sector Vice-Chair of the Publicly-Owned Entities Sector and served as the NEPOOL Chairman during 2010 and 2011. Brian has more experience and knowledge of the ISO-NE processes and rules, and how they affect New England electric consumers and public power systems, than virtually anyone else in the region. He has been directly involved in development and review of every major market design initiative in New England since the mid-1990s. Few in the region can demonstrate such depth and breadth of leadership experience with a focus on doing what is right for electric consumers. Daniel Murphy, Manager of Regulatory and Market Services Massachusetts Municipal Wholesale Electric Company (MMWEC) Daniel Murphy is the Manager of Regulatory and Market Services at MMWEC. In this role, he advocates for MMWEC and its Member municipal electric distribution utilities in the NEPOOL Stakeholder Process. Daniel also oversees MMWEC's participation in the ISO-NE wholesale markets, focusing on optimizing the performance of MMWEC's generation assets. With a strong background in energy policy and market operations, he is dedicated to advancing public power interests in New England. He holds a Bachelor of Science in Business Management from Westfield State University. Registration This is a free event for members!
