Public Notice: Public Hearing for Proposed Utility Rate Increases Tuesday, June 9, 2026 | Halsey City Hall | 7 pm The Halsey City Council will be discussing the following proposed utility fee increases: Water Base Rate: 2.50 Tier 2: $0.04 per 1,000 Gallons Tier 3: $0.05 per 1,000 Gallons Tier 4: $0.05 per 1,000 Gallons Tier 5: $0.10 per 1,000 GallonsCommercial $0.50 per ea. 1000 Gallons above 3000 Sewer Residential—$1.40 increase to each tier Commercial $2.00 increase to all tiers Stormwater  $0.50 increase The increases would begin on July 1, 2026 with the 2026-27 fiscal year. Revenues derived from the Water Fund, Sewer Fund, and Stormwater fund are used specifically for the costs associated with the day-to-day operation of the Water Plant and the Wastewater Treatment Plant, and Stormwater system maintenance. Costs associated with testing, permitting, chlorination, operation, maintenance, repair, and Major replacement or upgrading of the facilities. Proposed rate increases are in alignment with the 2022 Water Rate Study and CPI. The 2025-2026 Western Region CPI shows an average increase of 2.8%. The City Council will meet and discuss the proposed increase in these fees during the regular City Council meeting scheduled for Tuesday, June 9, 2026 at 7:00 p.m. at Halsey City Hall, 100 W. Halsey Street, Halsey, OR. Citizens may attend this meeting and provide comments, share concerns, or ask questions on the reason for the proposed increases.
