At Mayor Blangiardi's Windward Town Hall 5/8/25 meeting the Mayor said that the next landfill will not be at either of the 2 quarry sites b. July 2026 Mayor Blangiardi recommends putting a new landfill at Kapaa Quarry. Using the North Quarry and adjacent area would require repealing the entire buffer zone from state law. Using the South Quarry and its adjacent area would require shortening the buffer from ½ mile to ¼ mile. Both require repealing the law's ban on putting a landfill in conservation zones. 16. Second, to make changes to the Building Code by creating new standards for special mid-rise residential construction to allow for the development of smaller parcels in high-density districts a. Kalaneo Hillside 10 acres City Council Resolution 26-188 Amendment to zoning map No. 23 (Kailua-Lanikai-Keolu) Ordinance 86-124 to rezone land in Kailua 31. Adjournment Planning, Zoning & Environment (PZ&E) Committee August 2026 Meeting Report Chair, Donna Wong 1. A committee meeting was held in-person on August 18, 2026, chaired by Donna Wong, and attended by committee members Jennifer Barra, Steve Trecker, and Gary Weller, and KNB member Bill Hicks. 2. Members discussed Mayor Blangiardi's announcement that the next landfill will be at Kapaa Quarry. Members pointed out issues identified in the Kailua Neighborhood Board adopted Permitted Interaction Group on another landfill in Kailua, such as: adjacent to residential communities, critical watersheds, Kailua has had 5 landfills none of which are lined, cultural resources, and environmentally sensitive areas including Kawainui Marsh, which is the largest wetland in the State and the only Wetland of International Importance under the Ramsar Convention on Wetlands. a. Members are concerned that the legislature will amend Act 73 (2020), HRS 342H-52, which prohibits construction of a landfill without first establishing a buffer zone of no less than ½ mile around the waste or disposal facility. Buffer zone means the distance between the edge of waste or waste activity and the nearest residential, school or hospital property line and prohibits new or expanding landfills from being located in conservation districts. b. Members are concerned that the legislature will amend Act 255 (2025) that prohibits the construction of waste or disposal facilities within a ½ mile buffer zone of residential, school, or hospital property lines.
