IFT Requests Deadline to have to be submitted to the State by October 31

IFT requests can be submitted anytime throughout the year. Due to the length that it takes to review IFT requests at the local level all new or renewal IFT's requests need to be submitted the City no later than 5pm on the second Monday of September to have enough time to process to submit to the state by October 31st.
