KAILUA NEIGHBORHOOD BOARD NO. 31     COMMUNITY AND GOVERNMENT ENGAGEMENT COMMITTEE MEETING AGENDA Tuesday, August 18, 2026 6:00 to 7:00 pm In-person at the Kalama Beach Park's Boettcher Estate Meeting Room Chair: Gary Weller. The committee's mission statement: Work to educate and encourage participation by the community on issues involving Kailua and provide information about available government services. 1. HECO Double poles, time-of-use, and Smart Meters Puc? d. Street Permit for events e. Kapaa Quarry Road grass cutting f. Kapaa Quarry Road flooding g. Community History h. Adjournment   Community and Government Engagement Committee July 2026 Meeting Report Chair, Gary Weller 1. A committee meeting was held in-person on July 21, 2026, chaired by Gary Weller and attended by committee member Donna Wong and KNB member Bill Hicks. 2. Continuing issues were discussed, including requesting the Hawaii State Fire Marshall present at a Board meeting, examination of Oahu's wildfire risk zones, and a report from BWS on inoperable or uninspected fire hydrants. 3.
